You do not have to be a U.S. citizen to purchase health insurance, but you do have to be a documented (lawful) permanent resident or green cardholder. If you don't have legal status in the United States, there are some options available to you, such as purchasing an off-exchange health plan.
If you have family members in your household not seeking coverage, they still need to be included on your application. However, family members not seeking coverage are not asked about their immigration status.
